A realist painter of Southwest subjects in oil, watercolor and acrylic, Garnet grew up in Corpus Christi, Texas and began his career by painting sale items on the market windows in his father's meat market. He studied art at Texas State University, devoting all of his time to painting beginning in 1973. He and his wife have traveled through most of the United States, England, France and Italy, Western Canada and other places. In 1991 he was chosen to participate in the Art in Embassies Program of the U.S. Department of State. Two of his paintings were exhibited at the American Embassy in Beijing, China, for two years.
